History
Barangay Himatagon, one of the most progressive barangays under the jurisdiction of Cabalian, Leyte ( now San Juan) was also considered as the biggest and most densely populated at the time. As the barrio progreeed economically, socially and politically, the inhabitants felt the need of self governance. The civic spirited citizens gatherd and discussed the creation of the barrio into an independent entity.

Graciano H. Capili sent petitions to higher authorities appealing to them asking the conversion of the said barrio into a municipality. It took several years of continuous plea for recognition though his initiative, moving spirit and the untiring efforts of former Governor Bernardo Torres of Leyte, the late President Ramon Magsaysay enacted Executive Order No. 84 converting the barrio Himatagon into a Municipality of Saint Bernard. It came into existence on December 9, 1954.

Message for Web Site Launching
Saint Bernard was just a quiet and modest town until February 17, 2006: it was visibly placed on the global map because of the tragic Guinsaugon landslide. For weeks, months and up to this time, both the local and the international community - governments, NGOs, agencies, individuals - continued to share their resources for the rehabilitation of Saint Bernard.
Let me then take this great opportunity to express our deepest thanks to all of YOU who shared in the experience of the tragedy and in re-building the affected lives and communities of the disaster.
Upon my assumption into office as Mayor since 2007, I was faced with the vast challenge of dealing with disaster risk reduction and management. I deeply shared the peoples' grief, frustration and challenges and have come to understand, appreciate and apply the dynamics of pro-active leadership which is most beneficial to the town and its extensions- the barangays.
It is for this very reason that we have set our minds for a positive paradigm shift and improving capacities - from tragedy to resiliency; and resiliency as an instrument towards prosperity.
With the launch of our website, we create a forum to better communicate with and be at arms length with the Himatagnons in other parts of the world, the international and local stakeholders in nation-building like Saint Bernard, and to the prospective visitors of this site. With the website - a first in Saint Bernard! - reaching key information on our profile, services, programs, vision and mission, is just a click away!
I undertake to redouble our efforts going forward and onward, in our pursuit of a resilient, capacitated, responsive and transparent governance. It is hoped that we are able to maximize the importance of this website with the collective support of not only the staff of the Local Government of Saint Bernard but also YOU, our friends and visitors
