Administration Bldg Administration


The administration and legislative branch work hand in hand for the effective implementation of plans, programs and projects. The local chief executive undoubtedly executes and implements policies, rules, and regulations promulgated by the legislative body in pursuit to the over-all development of the municipality.

Local efforts of officials and employees have been geared towards a lofty VISION on:
“Having economically productive and self-reliant people living in peace and harmony.”

With specific missions on:

1. Improving the economic status of the common man.
2. Providing basic education and skills training for the youth.
3. Enhancing people’s participation through strong COOP’s/NGO’s
4. Provides systematic and effective law enforcement.

The municipality will be able to accomplish its vision and mission by using relevant strategies, such as:

1. Increase agricultural productivity through mobilization of the FARMC’s and the Bantay Dagat to protect and conserve aqua marine resources and livestock dispersal program.
2. Address community problems through the SRA-MBN planning approach.
3. Provide strong infra-support projects on farm to market roads, market facilities and others.
4. Continuing accreditation and involvement of PO’s/NGO’s in local special bodies.
5. Assist in literacy classes and skills training for youths.
6. Provide better health services.
7. Continuing environmental concerns on tree planting, proper waste disposal & etc.

Despite the meager resources of the LGU, the present local administration maximizes the limited finances to give the most results of better services to the constituents.

Further, though it has a minuscule labor force, it has maximally tapped all potentials for the growth of the municipality. Moreover, local officials recognizes the municipal employees capability specifically local functionaries as a significant factors in the effective and efficient implementation of the programs and projects as well as in the delivery of basic services to the constituents. It has been observed that dual functions of local functionaries had resulted to ineffective and inefficient performance in their respective field of work. Since 1998, the Local Chief Executive had filled-up the Municipal Budget Officer, Personnel Officer, Municipal Engineer and Municipal Treasurer’s position which were just in designate capacity before. Filling-up such positions contribute improvements in Local Government Unit’s service delivery performance.

Lastly close monitoring had been undertaken by concerned local offices to support the development efforts of local officials.

Personnel profile

Saint Bernard has 85 personnel in the Local Government Unit. Out of this, 52 are permanent employees, 12 are elective – Mayor, Vice Mayor, and 10 Sangguniang Bayan (SB) members, one private secretary that is co-terminus with the Mayor and 20 casual status employees.

The Local Government Unit is headed by the Municipal Mayor with the support and assistance of the Vice Mayor and SB Members. Working hand in hand with the Office of the Mayor are the different departments of the municipal, national and provincial. The municipality is composed of 30 barangays, each headed by the barangay captain, who enforces all laws and ordinances necessary to carry into effects and to discharge the responsibilities conferred upon them.

Functions and duties of each office as as their respective personnel are individually described below.

Office of the Mayor

The Municipal Mayor as the Chief Executive of the town exercises such power and performs such other duties and functions as provided by the Local Government Code of 1991 and other Laws. For efficient, effective and economical governance, the purpose of which is to direct the formulation of the Municipal Development Plan through the Municipal Development Council, that will embody all the development programs and projects of the municipality approved by the Sangguniang Bayan and implements the same. It also ensures the delivery of basic services and the provision of adequate facilities as provided for under Section 17 of the Local Government Code. Further, the Chief Executive initiates and maximizes the generation of resources and revenues and apply the same to the implementation of development plans, programs, objectives and priorities as provided for under Section 18 of the LGC particularly those resources and revenues programmed for agro-industrial development and countryside growth and progress.

The Chief Executive coordinates various agencies and units/departments in the municipality. It is manned by 10 personnel – one elective, one co-terminus, two permanent and six casuals.

Office of the Sangguniang Bayan

The Municipal Vice Mayor is the presiding officer of the Office of the Sangguniang Bayan. Exercises such powers and performs such duties and functions as provided in LGC and either laws or ordinances. He assumes the office of the Mayor in case a permanent vacancy arises as provided for in Section 14, Book 1 of the LGC and exercises the powers and performs the duties and functions of the Municipal Mayor in case of temporary vacancy such as when the Mayor refuse to assume office, fails to qualify, dies or removed from office or voluntary resigns as provided for in section 46, Book 1 of the LGC.

The 10 SB members composed of 8 elected Sangguniang Bayan members, one ABC president and one SK municipal federation president, act as the legislative body of the municipality. Enacts ordinances, approves resolutions and appropriate funds for the general welfare of the municipality and its inhabitants pursuant to Section 16 of the Local Government Code in the proper exercises of the corporate powers of the municipality as provided for under Section 22 of the Local Government Code shall:

1. Approve ordinance and pass resolutions necessary for an efficient and effective government.

2. Generate and maximize the resources and revenues for the development plans, program objectives and priorities of the municipality as provided for under Section 18 of the LGC with particular attention to agro-industrial development and countryside growth and progress.

3. Subject to the provisions of Book 11 of the LGC, grant franchises, enact ordinances, levying taxes, fees and charges upon such conditions and for such purposes intended to promote the general welfare of the inhabitants of the municipality.

4. Regulate activities relative to the use of land, buildings and structures within the municipality in order to promote the general welfare.

5. Approve ordinances which shall ensure the efficient and effective delivery of the basic services and facilities as provided for under Section 17 of the LGC.

6. Exercise such other powers and perform such other duties and functions as provided by law or ordinances.

The Sangguniang Bayan Office ha s total manpower of 13 – one secretary, one clerk both in permanent status and one Vice Mayor and 10 SB Members, all are elective in status.
