Mayors Message about E.C.C.D.

The Philippines has been implementing ECCD for more than a decade and a half by both public and private sectors. From 2006 up to the present, Saint Bernard is one of the selected two pilot municipalities in Southern Leyte for program implementation under the Early Childhood Care and Development (ECCD) program which is spearheaded by the Council for the Welfare of Children (CWC). Improved Early Childhood support is the essential strong foundation for children’s success in life. Early childhood care and development support is critical to social development.

The Municipality of Saint Bernard is committed to the effective implementation of the ECCD especially being a disaster-affected community by facilitating and promoting information sharing , discussions among stakeholders on health & nutrition, education & school readiness, literacy & pre-literacy, effective parenting, safety, socialization & culture, quality early education even during emergencies.

The ECCD program provide strong support for initiatives that place child care & development of the children of Saint Bernard at the hub of a coordinated, inter-sectoral system of programs and services for children, families, and the community as a whole.
