ANALYSIS OF THE EXISTING SITUATION
TOTAL POPULATION
Saint Bernard has a population of 23,089 people according to the data from the National Census and Statistics Office as of year 2000.
a. SCHOOL AGE POPULATION BY LEVEL AND ENROLLMENT RATIO
The total school age population of St. Bernard is 7,227. From the total 5,242 enrolled in the school year 1999-2000; 1,063 are secondary; 2,758 primary and 1,421 intermediate enrollees. Within the planning period that is 2001 to 2011, the school age population is expected to rise as follows: from 2,827 to 4,226 in the primary level; from 1,456 to 2,247 in the intermediate level and from 1,090 to 2,585 in the secondary level by year 2010-2011.
b. LOCATION OF SCHOOLS BY LEVEL
There are twenty-seven (27) schools in the entire municipality. Currently, fourteen (14) are elementary schools, ten (10) are primary and three (3) are secondary schools. There are also fourteen (14) complete elementary schools all throughout. Poblacion has one and the other 13 are found in Ma. Asuncion, Catmon, Guinsaugon, Himbangan, Hindag-an, Lipanto, Mahayahay, Panian, Nueva Esperanza, Sta. Cruz, Ayahag, Himos-onan and Tambis. The primary and intermediate schools occupy total area of 19.14 hectares.
Aside from the elementary education in the locality, there are other three schools which offer complete secondary courses. These are Cristo Rey Regional High School (CRRHS), Himbangan National High School and Tambis National High School. CRRHS is the only private-owned institution among the three.
c. SCHOOL FACILITIES AVAILABLE BY LEVEL
A number of school facilities are made available to the learning public. But these facilities can not meet the increasing demand of the learners. St. Bernard Central School, Himbangan National High School and Cristo Rey Regional High School are schools having at least one library. In the high school level, CRRHS offers shop for boys and girls including science laboratory and computer laboratory.
There are 150 classrooms in all; 23 classrooms are in good condition. 127 classrooms needs repair or rehabilitation. Most, if not, all schools have basketball courts, comfort rooms and playgrounds. But only one from elementary and one in high school have clinic facility.
