The youth sector is recognized as a distinct population group with specific needs and capacities. It is believed to be a deep well of capabilities, a potential force, and an integral component in the total development of our communities yet ironically, it is also considered as one of the most vulnerable sectors in our society. Reality tells us that the youth become easy prey to intense labor to augment family income, exposed to forms of violence, and susceptible to related vulnerabilities.
As we aspire for disaster-proof communities, we cannot deny the fact that our refusal to intensify our thrusts and campaigns for youth development also means our rejection to better equip our youth and our communities in other faces of disaster. It is the local government’s mandate to help fulfill the youth’s potential to the best of its ability and resources and it is also the youth sector’s right to be recognized, to be able to access basic government services, and to be provided with opportunities for their voices to be heard.
It is of this dynamics that the Municipality of Saint Bernard, with the leadership of Hon. Mayor Rico C. Rentuza, fervently desires for a fair dialogue between the government and the youth sector to further exchange views, opinions, and thoughts in strengthening, equipping, and empowering the youth of Saint Bernard; and in the process reducing the youth sector’s risk to a spectrum of vulnerabilities - substance abuse, illicit trafficking, and environment-related hazards, among others.
This page seeks to showcase, promote, and appreciate the various efforts that the youth sector in Saint Bernard is exerting to further contribute to the development of the municipality. This also highlights the vision, mission, core values or related guiding principles, and activities of youth organizations involved in the Saint Bernard Youth Coordinating Council.

How it came to be…
To intensify the development agenda on youth program of the present administration, the Local Government Unit conducted the Hiniusang Paghuna-huna: A Training-Workshop on Integrated Youth Planning on July 10-12, 2009 which aimed to provide opportunity for strengthening the youth sector in the Municipality of Saint Bernard and to promote capacity development of the young leaders on planning.
The training-workshop was facilitated by the Sibikong Kabataang Pinoy, Inc. (SIKAP,) which is a non-government organization composed of young professionals with expertise on youth development and organizational development. Heads and representatives from various community-based, school-based, and religious organizations were invited to participate in the training wherein they were guided in identifying their strengths, capacities, and weaknesses as well as that of their fellow participants.
The participants were assisted in critically looking and analyzing their contextual situations. At the end of the training, they were expected to come up with a youth plan based on a salient issue they have identified in their context – central sphere, mountainside sphere, riverside sphere, and seaside sphere, with doable strategies that suit their needs, interests, and capacities as well as the corresponding probable outcomes.
Before the 2-day training finally came to a close, it was agreed upon by the participants to meet the following week to discuss fully on the idea of forming a bigger movement and to look closely into the plans made during the training. On July 18, 2009, the Saint Bernard Youth Coordinating Council, with pioneering member youth organization representatives, was realized with the following composition:
